I can see where you are coming from on thinking it’s a mortar as it does have the right shape. The problem is the hatched design on the square on the ‘bottom’. That is not on any example I can find.

It certainly has age and a handle ID is a good possibility, but maybe it is something else? I have no idea what though, sorry.

I think I’ve seen that design before but I can’t for the life of me remember,brooch possibly?
