Possible horse tack

If anyone can ID this odd item it would be very much appreciated . I have a feeling it is possibly horse tack ? One of those items which has been left in a box of other odds and ends . I am thinking the two lugs at the end may have had some leather straps attached . I don't think it is that old but just curious to know what it may have been .

It definitely looks leather-related and the toggle/button shape of the lugs kind of suggests it was detachable. The hinging is interesting.

Requires more thought...
