Could it be a hair clasp that would have a pin going through the holes on either side? Looks a bit like a face or zoomorphic
( looks like a Hannibal Lector mask)

Really interesting little find, with a lot of age to it, and first impression is that it's perhaps a lid. Did they have vinaigrettes back in the day?

Very nice find indeed, but no idea really...
I wonder if it some sort of mount? The three large holes are used to fix it to something, while the three smaller holes are used to fix something else to it, if that makes sense!

On the reverse, on the big hole in the middle, is that material folded back - like it's been pierced / shot? also is it slightly domed with a pip in the centre?
Being only 19mm and decorated, I suspect it was meant to be worn / seen - so my guess it's a piece of jewellery. I’d also guess it’s earlier than Saxon, and maybe much earlier.
I still can't find a match though.

It appears to have been made out of the top of a crotal bell so maybe not so old. An interesting item.
