It may look like a funnel but I'm sure that it is not as when it was found there was timber residue of a rod in the narrow end of it. It is 40mm long, the narrow end is 8mm diameter and the wider end is 30mm diameter. The wider end has a slightly folded in rim as if it possibly held something like perhaps a disc or end cover? The pics don't catch it's true silverness.

The makers mark and hallmark are both very worn so the item was likely handled a lot. The maker is A J Pepper & Co Ltd and this particular maker's mark was first registered in 1913, the same year as the hallmark.

Well it doesn't appear to be from any of the items listed there, or does it? It would seem that it was attached to an 8mm timber rod. The batons and riding crops I have seen all seem to have one-piece ends. Then I saw this curveball of a mechanical pencil which is a rather similar shape, but not saying it is?

Come on team, ideas please!

The only thing that I can come up with is a Pencil desk stand . You know a stand to stick the pencil in, so it stands vertical on the desktop instead of Lying flat. I think this because have you tried to pick a pencil up from a slippery flat surface when its lying flat, it can be a bit finicky to get it lifted sometimes especially if you have very short fingernails , so I thought it could be a "pencil stand" being as a few bits of wood was still in the base when you found it. The bigger part of the "funnel" could have had at one time, a round plate in it to seal off the end ,but it could have got dislodged and been lost over time. Is there a bit on the end that looks like it could have had a plate fixed in it once you know with the lip end holding it in place ??
Just a theory.

Could it be the end of a hunting horn for calling the hounds?
Or an ear piece a vet would use for examination?

Nice - I think you're spot on with the maker - I've had a quick look at their typical work - but nothing jumps out as an obvious match. Good should on the pencil
Always carefully proof-read what you've typed to see if you've any words out.

This is the best I can come up with, proportions seem close and appears to be 2 piece construction but top rim doesn't seem right

Good idea but the thin end is a bit sharp for regularly inserting anything.

That is so close but as you say the top rim just isn't quite right.

I feel that the wide end would have held some sort of disc. When found there was the remains of a timber rod inside the small end whether original or not? The hallmark is the right way up for the wide end to be the top. Thanks for the suggestions so far.
