Not a buckle!

It looks kind of like a cross between a buckle and a hinge but just what is it? I think it might be upside down in the pics and possibly a decorative plate to cover a hinged part of perhaps a harness or something, though it's quite chunky? I'm sure I've seen something similar to this before. It's still nice to ID stuff before it goes in the scrap. It's not too old but any thoughts?

May be one half of something, with the other half fitting over the top of the spigot and going the other way as there seems to be no way of fixing.

I agree with Dave - there's another half to that floating about somewhere. Think "farm gate hinge" to get an idea :thumbsup:
