Looks like lead / lead alloy and fairly delicate - decorated with flowers - maybe pimpenels, so could be a typical French item?

It isn't . I have the whole thing which is 7 cms long in total. It was found in France but is the kind of item which would also, give or take a few ornament/design variations, be found in the UK. it isn't lead, but there may be some in the alloy.
