Pennyweight for ID?

A tiny copper alloy weight of just 12mm diameter and 2mm deep. It weighs 1.68g, 26 grains, 1.09dwt, so I guess a pennyweight? It has a crown above what appears to be JWR. Any thoughts?

YWR is West Riding but that generally has a rose above rather than crown so I guess not that :D
