Some good finds.
Medallion could be some kind of Coronation , as it looks like the crown is being placed on the head rather than actually being worn.
Interesting to see what it turns out to be.

ive searched the net and cant find another example of it . even cleaned up i can only make out ' GT BRITAIN ???????INDIA ' on the front and THE REIGN OF QUEEN VICTORIA ?????? 1897' on the reverse .

Looks like a Hawking whistle.

Empress of India, could be overseas version.
Reverse;
STATI I? NEAR
The Reign of
??? Queen Victoria
Possibly STATE top right around the edge.
Not a positive ID but hopefully a bit more info.
