Found this last week . Just cleaned it best i can . Crown at the top but i cant decide whether its a 3 or an anchor beneath the crowns and mr google aint helpin .

Unusual, I thought they were made of real coins. The silver content of these should be high as the design changed in the 1930s. Maybe they were cheap silver plated copies?
